India: 'India has criticised the international community for failing to prevent the spread of nuclear weapons. Foreign Minister Natwar Singh said much of the proliferation tended to emanate from its South Asian neighbourhood. India has long criticised the United States for overlooking Pakistan's alleged involvement in spreading nuclear technology.
