Syria and Lebanon: 'Sanctions against Syria on hold as UN completes Hariri report. Western governments are expected to hold back before proposing to punish Syria with economic sanctions because of its alleged role in the assassination of the former Lebanese prime minister, Rafik Hariri, and instead allow the UN investigator to complete his inquiry.'
